Ernesto Esteban Victorino, City Administrator of Mandaluyong as the guest of honor together with Ms. Jewel May L. Pimintel, Binibining Pilipinas Universe 1998 and Mr. OJ Mariano, Best Male New Recording Artist also joined the ribbon cutting ceremonies.
